I know Mavericks doesn't normally come with a bootable disk image, just the Install OSX Mavericks application which I've stashed.. I tried using the InstallESD.dmg disk image that it contains, and I do get to a configuration boot-manager screen in VirtualBox but can't seem to actually make it boot or install (I just get to a UEFI Interactive Shell prompt).
FWIW I did try previously installing Snow Leopard Server from a factory disk, thinking to upgrade to Mavericks from there, but I could not get it to work - it would install but then never make it to the first reboot (black screen/hang).

It is against Apple's EULA to install OS X on a non Apple machine. Of course if you are running Windows 7 on an Apple machine and want to virtualize OS X on that then it should be ok.

The other issue is that VirtualBox only supports Snow Leopard, and even then to run a Snow Leopard VM you have to be running an OS X host as VirtualBox's EFI emulator uses information from OS X. I have be able to get Mountain Lion to run in VirtualBox on an OS X host, but it was far from perfect. I have never tried on a non OS X host as i know the EFI function of VirtualBox doesn't work correclty on anything other than OS X.
